It's actually an image from a Wales LGBT Pride event, known as Pride Cymru. Pictured here is a helicopter mascot representing the Wales Air Ambulance, and that blue helmet represents the police force. Both were on hand to indicate that the LGBT community has the support of both organizations.
After getting word of Graham's comment about the photo, the Wales Air Ambulance decided he deserves an explanation. So they told him the truth. As it turns out, the furry object in the photo is not, in fact, a real helicopter.
Graham apparently tweeted complaints at other organizations for being at Pride Cymru. What he didn't seem to grasp was that people representing these organizations would have been doing so on their own time. They still have other police officers who would still be on duty.
You might wonder if Graham's post was meant to be tongue-in-cheek, but a quick perusal of his Twitter feed would indicate that it is not. In fact, his Twitter indicates that he is a retired County Councillor. So you'd think he'd know that just because mascots are at an event doesn't mean that the police force is off duty.
Sure, the helicopter and the helmet aren't actually real members of their respective organizations. But wouldn't the world be a better place if they were? A robber might think twice about steal a purse if he knew he'd get chased by a giant blue helmet.
One person felt like Graham reminded them of this picture of Grandpa Simpson. But that's probably too big of a stretch. After all, even Abe Simpson knows the difference between a real helicopter and a plush mascot.
